ECER DEVELOPMENT PLAN (2026 –2030)

The ECER Development Plan 2026 to 2030 charts the Region’s direction for sustainable growth, supported by 24 flagship projects under RMKe 13. Four key thrusts which are Food Basket, Creating Destinations, Hard to Abate Manufacturing and Marine Industry drive this strategy, enabled by renewable energy and logistics.

The plan focuses on partnerships across government, industry and communities to strengthen ECER’s competitiveness and resilience.

ECER MASTER PLAN 2.0 (2018–2025)

EMP 2.0 guided ECER’s growth from 2018–2025 through a strategic framework that positioned the Region as the Gateway to ASEAN and Asia Pacific. The plan emphasised high-impact projects, Industry 4.0 opportunities, and people-centred programmes to move the Region up the value chain.

By 2025, EMP 2.0 had strengthened ECER’s investment ecosystem, technology adoption, and talent development, supporting its transformation into a competitive and innovation-driven economic corridor.

EMP 1.0 (2008–2017) established the foundation for ECER’s transformation, focusing on strategic infrastructure, private sector participation, and human capital development. By 2017, it had accelerated growth and reduced regional imbalances
