Human Capital Development is one of the key economic factors transforming ECER into a high-income developed Region. In order to enable the rakyat to participate and contribute to the Region’s socio-economic growth, ECERDC provides human capital development programmes to empower the rakyat with the right skills, knowledge and mind-set to embrace the new economic opportunities in the Region.
