Strengthening ECER’s Coastal Maritime Industry
The Marine Industry in the East Coast Economic Region (ECER) presents significant opportunities for investors to lead the next wave of growth in shipbuilding and ship repair (SBSR), marine-related manufacturing and heritage boat building. Guided by the New Industrial Master Plan (NIMP) 2030, ECERDC is facilitating partnerships between investors, Federal and State agencies to expand Malaysia’s maritime capabilities and strengthen its position in the regional SBSR value chain.
With more than 80 percent of global trade transported by sea and rising demand for sustainable shipping and offshore support services, ECER’s strategic coastal locations, including Tok Bali, Kemaman and Kuantan, offer strong potential for private-sector participation. Supported by the East Coast Rail Link (ECRL), these hubs provide seamless connectivity between industrial clusters, ports and supply bases.
ECERDC seeks to reduce dependence on imports, enhance regional trade connectivity, and build a globally competitive marine services value chain. This initiative not only supports industrial diversification but also creates opportunities for local talent development, technological transfer, and tourism-linked maritime activities.
ECERDC welcomes investors to drive the development of the Region’s maritime industry through technology-driven shipbuilding, component manufacturing, logistics and supporting services that enhance local capacity while preserving Malaysia’s maritime heritage.
The key sectors in ECER’s Marine Industry thrust are:

SHIPBUILDING AND SHIP REPAIR (SBSR)
ECER offers investors prime opportunities in Malaysia’s growing maritime industry through facilities in Kuantan and Kemaman, driving regional capacity for shipbuilding, repair and component manufacturing.

MARINE-RELATED MANUFACTURING
Strategic locations in Tok Bali and Kemaman provide ideal access for investors in marine-related manufacturing, strengthening the local supply chain and supporting Malaysia’s maritime and offshore industries.

HERITAGE BOAT BUILDING AND REPAIR
Terengganu’s artisanal boatbuilding heritage offers unique investment potential, blending cultural preservation with tourism and creative industry opportunities.
