KELSTONE AND JOGMEC SIGN MOA TO ADVANCE RARE EARTH EXPLORATION IN KELANTAN

KOTA BHARU, KELANTAN 19 Dec 2025 – Kelstone Sdn Bhd and the Japan Organization for Metals and Energy Security (JOGMEC) have signed a Memorandum of Agreement (MoA) to collaborate on assessing rare earth resource potential in selected areas in Kelantan.
The MoA is facilitated by the East Coast Economic Region Development Council (ECERDC) under the overarching ECERDC–JOGMEC Memorandum of Cooperation (MoC), supporting structured collaboration towards sustainable rare earth development in the East Coast Economic Region.
Under the MoA, Kelstone and JOGMEC will undertake agreed survey programmes to evaluate technical potential and key considerations for responsible development, in compliance with applicable regulations. A joint management committee will oversee implementation, with ECERDC participating as an observer.
The collaboration reflects a shared commitment to advancing responsible rare earth exploration, strengthening Malaysia–Japan cooperation, and supporting the development of a sustainable rare earth value chain that aligns with environmental, social, and governance principles.
This initiative marks an important step in unlocking Kelantan’s rare earth potential while ensuring that exploration and future development are carried out transparently, sustainably, and in accordance with national and regional development objectives.
