East Coast Economic Region Development Council (ECERDC) invites applications for the position of General Manager, Investor Management. We are seeking a highly experienced, mature and results-driven professional to lead the Investor Management Division. The role is critical in driving investment facilitation, investment realization, investor engagement and strategic stakeholder coordination to support high-impact investments and sustainable economic growth in the East Coast Economic Region.
The successful candidate must demonstrate strong leadership presence, sound judgement, high integrity and a proven track record in driving investment outcomes, managing complex investment portfolios within a multi-stakeholder environment and leading delivery-driven teams.
KEY RESPONSIBILITIES:
- Lead the formulation and execution of investment management and facilitation strategies to accelerate the conversion of approved investments into implemented projects, ensuring timely realization, investor retention and long-term reinvestment in the region.
- Drive strategic investor engagement and relationship management with domestic and foreign investors, industry players and strategic partners to attract, facilitate and support high-impact investments aligned with ECERDC‘s mandate and national development priorities.
- Develop and enhance investment-related policies, frameworks, evaluation criteria and processes to ensure investment proposals are commercially viable, sustainable, aligned with strategic priorities and capable of delivering measurable socio-economic impact.
- Provide strategic advisory and recommendations to Management on investment priorities, investor management strategies, policy matters, implementation issues and risks affecting investment performance and regional economic growth.
- Drive strategic partnerships and public-private collaboration initiatives to facilitate catalytic investments, enhance regional investment readiness and support the implementation of strategic development projects.
- Lead and strengthen stakeholder engagement, coordination and collaboration with Federal Ministries/Agencies, State Governments, regulators, local authorities, investors, industry associations and strategic industry partners to facilitate
- investment approvals, resolve implementation constraints and improve overall ease of doing business.
- Promote continuous improvement and benchmarking of investment management practices, investor servicing standards and stakeholder engagement approaches to enhance organizational effectiveness, service excellence and investor confidence.
- Evaluate market trends, investment patterns, sectoral opportunities, industry developments, competitive positioning and emerging economic scenarios to support strategic decision-making, investment planning and portfolio growth.
- Oversee the monitoring and performance management of the investment portfolio, including project implementation progress, investment commitments, realization status, key milestones and achievement of approved KPIs and socio-economic development outcomes.
- Ensure effective governance, integrity, compliance and risk management practices in all investment management and facilitation activities in accordance with approved policies, procedures and regulatory requirements.
Position Requirements:
- Bachelor’s degree in Business, Economics, Finance, Marketing, Business Development, Public Policy or related disciplines from a recognized university. A postgraduate qualification will be an added advantage.
- Minimum fifteen (15) years of relevant working experience, including at least ten (10) years in senior leadership roles involving investor management, investment facilitation, marketing, business strategy and business development within large-scale, dynamic and multi-stakeholder organizations.
- In-depth knowledge and experience in business strategy and planning, research, feasibility and business evaluation studies including the formulation and enhancement of investment-related policies, frameworks and processes. Experience in managing international investments will be an added advantage.
- Strong leadership capability, stakeholder engagement, marketing, negotiation, presentation and relationship management skills, supported by an established network within the local and international business and investment community.
- Proven track record in leading and driving investment outcomes through investment facilitation, investment realization, stakeholder engagement and strategic collaboration initiatives in partnership with Government stakeholders, regulators, investors, GLCs and strategic industry partners.
- Excellent written and verbal communication skills in both Bahasa Melayu and English, with the ability to engage effectively with stakeholders and internal teams while demonstrating strong coordination, escalation and delivery management capabilities.
- Strong governance orientation with high integrity, sound judgement and professionalism, with the ability to operate within high standards of governance, risk management and compliance, including audit requirements.
