Major Responsibilities
a) Strategic Partnerships & Stakeholder Engagement
- Develop and implement strategies for investment promotion.
- Formulate and execute yearly marketing activities for the IM Division.
- Identify and engage strategic partners such as (but not limited to) chambers of commerce, business associations, and trade and investment offices, and collaborate with them to reach targeted investors in order to strengthen industry engagement and ecosystem development. Coordinate and execute cluster-specific and cross-cluster investment promotion activities, overseas missions, and strategic collaborations for clusters under purview.
- Proactively identify, target, and engage potential foreign and domestic investors to build and manage a robust, high-value investment pipeline for ECER.
- Facilitate initial high-level introduction meetings, arrange exploratory site visits, and coordinate smooth hand-offs to Investment Facilitation teams.
- Lead comprehensive pre-facilitation due diligence and strategic vetting on target investors to evaluate business viability, financial credibility, and alignment with regional development priorities prior to state-level onboarding. Serve as the primary senior initial point of contact for investors, guiding projects through site selection, incentives navigation, regulatory compliance, and local ecosystem integration.
- Develop and present high-impact pitch decks, economic value propositions, and market intelligence to senior decision-makers to position ECER as an attractive investment destination.
- Participate and take part in speaking slots for investment-related conferences, stakeholder briefings, and dialogues to consolidate and present ECER’s value propositions effectively.
- Track prospect interactions, analyze sector-specific investment trends, and report pipeline status directly to ECERDC Management to refine business development strategies.
b) Development of the Rare Earth Cluster In ECERDC
- Lead the development of the Rare Earth Elements (REE) cluster within ECER.
- Conduct research and analysis to gain a comprehensive understanding of the REE industry landscape, global trends, value chain & potential growth areas.
- Coordinate with all three ECER states (Kelantan, Terengganu, and Pahang) to align investment strategies, facilitate inter-state collaboration, and ensure a unified approach to REE development.
- Engage with key industry players, to support downstream expansion by linking potential buyers and facilitating value-added activities from existing operations.
- Identify and connect state governments with credible technology providers for upstream mining activities to encourage responsible and sustainable extraction.
- Serve as a liaison between stakeholders’ government agencies, investors, and industry players to drive cluster development and ecosystem support.
- Promote the REE cluster to domestic & foreign investors through targeted strategic missions, industry briefings, & participation in REE-focused platforms.
- Support and advocate policy alignment and readiness of industrial sites to attract REE investors, ensuring that infrastructure, incentives, and regulatory frameworks are conducive to long-term industry growth.
c) Review and present papers and/or relevant submissions for:
- Management committee for approval of projects/promotion initiatives
- Paper submission for Jawatankuasa Eksekutif (JKE) if any
- Implementation and Coordination Committee (ICC)
- Industrial Park Management Committee
- ad hoc management papers related to Investments and cross-divisional efforts
d) Develop and manage good working relationships with relevant stakeholders (internal and external) including government agencies/authorities, channel partners, industry associations and external agencies.
Position Requirements
- Possess a Bachelor’s and/or Master’s degree in Business Administration/ Economics/ Commerce/ Law or any other related disciplines from a recognized University.
- Minimum ten (10) years of related working experience. Experience in marketing, investor management or relations especially in manufacturing, agriculture, tourism or other related sectors is an added advantage.
- Strong network among local & foreign business and investment community is an added advantage.
