Human Capital Development

Human Capital Development is one of the key drivers in transforming ECER into a high-income, developed Region. To enable the rakyat to participate in and contribute to the Region’s socio-economic growth, ECERDC has introduced human capital development programmes that equip people with the right skills, knowledge and mindset to embrace new economic opportunities.

These rakyat empowerment programmes target all levels of society across the Region’s diverse communities, particularly youths, women, the Orang Asli and B40 groups.

Initiatives such as empower ECER (Academic), empower ECER (Skills & Entrepreneurship) and entrepreneur ECER form a comprehensive human capital development ecosystem, ranging from nurturing schoolchildren to upskilling graduates and working adults. Through these efforts, ECERDC continues to broaden access to opportunities, helping participants secure employment or build sustainable businesses, and ultimately uplifting communities from poverty towards financial security.

Value-Added Skills Training to Meet Industry Talent Needs

ECERDC’s targeted and market-focused training programmes helped the rakyat increase their income-earning capacity. These initiatives were especially relevant as the Region advanced its transformation into a productivity-driven and high-technology economy.

ECERDC’s Involvement in the Former Areas of DARA & LKWJ

ECERDC supported the revival of the former DARA and LKWJ areas with the aim of making them more conducive places to live, while promoting better rural–urban integration in the ECER.
